On "85" loaner...
Appears to limit "maintenance speed" maximum to 80mph. You can still set the (TA)CC to 90mph. When going downhill from, say, Snowqualmie Pass the maximum speed I was able to reach was 91mph. I didn't observe a power limit being applied other than towards limiting the top speed it would maintain.
