Currently they only generate nastigrams (some erroneously apparently).
Tesla can get your car's whereabouts at any time and knows when you supercharge.
I am not sure what the current state of "how it is being addressed" is.
Yes all Model S cars have built-in cellular connection to Tesla. Tesla has real time data of all cars including location, speed, charge level and other data.
This is not expected to happen for current cars. Tesla's chief technology officer JB Straubel said at 1 million cars they might add a payment system. Watch this video at 13:25. Tesla is expected to reach 1 million cars in 2020.
