869XXX (12/20 M3LR) here with no extra plug. Presumably my car came after yours.I'm curious if my VIN xxx8602xx has the plug or not, but no way I'll check it myself. Ha ha. Hopefully other owners with a slightly earlier build than mine will have the 'eggs' to do that. Ha ha. My wheel is the 'vegan' one, which looks the same as now, therefore it's possible. Just checked on my app, and if I turn on climate, the steering wheel is not there, and I do have the latest software version. My guess is the wheel doesn't have the hardware, but maybe I'm wrong. And if I am wrong, why the hell Tesla didn't activate it already, if our LR cars were supposed to have it from a while back?
Some of the other shots showed the heater wire routed through under the right scroll wheel. The bottom routing method looks more secure so hopefully that's the new method.If you have the blue connector at the bottom, you have a wheel that is capable of heating. If you don't, you don't.

I would like to say that I wouldn’t want anyone to make purchasing decisions (e.g. buying new wheels) or get too down about what I’ve said. I could ultimately be wrong, the stuff I’ve said is basically based on the current working theory about changed parts etc from a few different sources.
The harness on the car has always been made by GENTHERM, it appears. To add some confusion in the mix - this company appears (from Google) to specialise in heated components, so you’d think their part would be for that purpose? (heated steering wheel)
I’m basing this of the fact that you can find the steering wheel harness for sale in various places, without the extra blue connector, but made by GENTHERM. For example: TESLA MODEL 3 STEERING WHEEL PLATE BRACKET MOUNT W/ HARNESS OEM 2017 - 2019 | eBay (check the photos)
GENTHERM make stuff for heated steering wheels as well as regular “positioning” harnesses and cables. It seems to be the case - again a theory - that Tesla simply used this company to supply both heated and non-heated harnesses.
in short - nothing is certain, I’m just a random guy trying to research this stuff.

@TunaBug ... touch the fan icon, then look at the tabs on the left... it's the bottom tab. You'll find the heated seats and heated wheel controls.
