Hello, I am trying to add a referral code to my order but my rep said that these states don't allow referral codes, there is no way that's true is it? I looked but didn't see any of these issues.

It is true in those states where expressly stated. Essentially, if you are not licensed to sell cars in the state, you cannot receive any compensation for the sale of a car.
We have that same problem in British Columbia, Canada. Every other province allows the referrer to get supercharging credit along with the referee, but here only the referee gets it.
That's funny.... Michigan was the only one that made sense to me, being so afraid of hurting ICE car sales. Such as trying to exclude Tesla from the soon to be rebate by adding a clause that non union automakers will be excluded.
I wasn’t required to enter my state when setting up my Tesla account profile (pre-purchase). That’s how a few people I know have gotten their supercharger miles in Ohio.
