They are referring to the stylized video game like turn by turn in the dash itself. It has some "video game" style trees etc... I don't think it lists nearby streets names only as graphic blobs.

In my several trips to Vancouver BC without 3G, I experience the same functionality as BrianMan's description: You see the thick orange path, but the map tiles goes black on the 17" - mine has tiny sentences that say something like "no map available".
The turn-by-turn on the driver's screen works, the small panel on the upper left on the 17" works. Voice turn-by-turn works.
Here is a tip based on what I tried in my recent tip. While waiting at the border to cross over to Vancouver, I entered my hotel's address. Then, I zoomed onto my current location and start panning the map along the route on the 17" all the way to the hotel. This caused the map tiles to cache. Then, on my drive past the border, the map tiles worked even after I lost 3G. However, it worked only at the zoom level that I had while panning at the border.
Slacker does not work - no caching

Taking pictures of the tiles on your phone before you lose 3G in the car doesn't count.
