National Grid cuts electricity rates by nearly 40%

Just read this and not sure if I see it as a positive for those who produce and export to grid. Our use/sell price is the same in MA. My production is much greater in summer and I accumulate a substantial credit that I gradually use over the fall/winter. This year I had no actual bill until February. The accounting happens in $$, not kWh, so if my system will generate the same amount of kWh, my credit balance would be 40% less this year? And then the winter comes I'm gonna ran out of these credits way earlier?
Am I missing something or we are getting played again?
