How do you tell Tesla that they need to add rear collision avoidance? My 2016 Chrysler Town & Country has that. Front collision avoidance works fine and they should be able to easily add that to the rear.

I could be wrong, but that option only prevents you from backing into an object. Teslas's logic is that with cameras and USS, that driver will avoid backing into something.
Now if you mean by rear collision avoidance, that your car would prevent you from being hit from behind, that would be difficult to achieve. The car would have to sense that was about to be hit and would either pull forward or onto the shoulder.
Even with the backup camera a chime notification of an approaching vehicle or object is useful. My 2016 Chrysler Town and Country does that and has a backup camera.
