Ordering "Chargers" with purchase now are Pre-Paid

I just noticed on the Order site, that when you add a "Charger" to your order you are billed immediately. So a new car order can cost you $450 to $650 depending on the "Charger" you order.

So does that mean Tesla will send you a "Charger" immediately or will hold your money and include the "Charger" at delivery? I know the UMC/WC are not CHARGERS, but that's what Tesla is calling them.
