Out of state purchase - AZ to NV

Thinking of buying a Tesla S in AZ(they have stock on what I want) but I wish to register it in NV. I understand that NV DMV is completely shut down.
So
1. Will it be possible with the DMV down, Tesla is not a dealer?
2. We will be paying taxes in AZ, would I end up having to pay them again in NV?

You have to check AZ and NV laws but I just bought my car used in FL and registered in LA. LA DMV is still closed but there are numerous 3rd party auto title shops open (which conveniently enough, the open ones were listed on the DMV website). Approximately 2 weeks after delivery I received the registration packet from tesla which had the title and other necessary documents. Was able to register, get plate, and pay LA taxes (did not pay any FL taxes when I took delivery in FL) at the 3rd party place pretty easily.
