I'm guessing it's related to installation of solar/battery energy system in these countries.

Yeah probably more to do with energy infrastructure installations than anything automotive. But EVs make a lot of sense in areas like that. They could make their own 'fuel' and the charging infrastructure wouldn't require any DCFC stations because the islands are so small.
