Why should the Govt only fund NASA and not SpaceX to do the same job of landing man on Moon or Mars? if the objective is to land Americans on another celestial object, with American technology launched from US soil, then the Govt should open up funding to all entities that can accomplish this - which is SpaceX and NASA.

I don't think we should be afraid of a little government competition!
 
Presumably Congress will run with this and help NASA along the way by specifying the engines and the details of what components to use for Lunar missions. Of course that will also include which states these components are to be made in (hint: they'll be red states).
 
This is meaningless. Congress controls the purse strings of NASA. This is just posturing and he gets to sign something from his "Space Council." If anything, this will give the pork projects (SLS and Orion) more excuse to have more delays. They would "evaluate" what they need to do to better service this new directive.

It is remotely possible that SpaceX could get a little Federal money for BFR because of this. I wouldn't count on it though.
