Hard to tell how deep those are. Try chips away first, but if there are lots of scratches it might be cheaper/quicker getting the whole bonnet done.
I have seen runaway trolleys run into bonnets before, and the pattern of scrapes looks familiar as the spacing of the rods at the front, stopping when they have run far enough up the bonnet to stop the runaway.
