That sign says 15 Minute general parking. It's not "ICE'd" per se, unless it's left there. Usually this is because there were not enough spaces under 'code' to reserve spaces specifically

It has been a while since I have gone to that WaWa, but if i recall correctly most folk part on the other side of the building. So that side shouldn’t have too many issues with the spots being taken “for no reason”.
