X user @AndyZeGerman posted a new Tesla center that has an 8 stall supercharger right by the entrance. Although not definitive it does look like it will be open to the public.

Not sure about the Superchargers, but the Service Center is open. My sis-in-law had a tow package installed on her Y there last Tuesday.

Its open for sure, was there on saturday -- couldn't tell if it was open for the public or for the store only.
they also have a cybertruck in the showroom.
