Here is the site plan on where they intend to install the chargers. Very interesting how they grouped the chargers in two sections.

It looks like prep work may have begun. It appears a trench was dug back to a nearby transformer, a conduit was laid, and a pad was placed. Cones and yellow tape all say PG&E. This is all located in the notch between the two sections of chargers.

My read on that application was that it was rejected because it was outside the jurisdiction of the city of Fresno.

Campus Pointe land is owned by CSU Fresno. Very common for campuses to have their own building permit and inspection process separate from the city or county in which they reside.
