Supercharger target opening date

I noticed that the target opening date for the Brea CA supercharger now says that the date is Q2 of 2021. For the last several years the target opening date has always been the current year at the time. Does this mean progress on opening the supercharger there is actually being made or that they will now update the target date 4 times a year instead of once?

There is a dedicated thread to this upcoming Supercharger, looks like a target opening for this summer based on recent permit filings, etc. More details can be found in the thread though.
