Maybe because of endemic icing there? I've only been to that one a few times, but each time there was a van or a truck in the Tesla spots - where the person getting out of the vehicle went to (for example) the Farmer's market - which had closer parking in the SAME LOT. And they weren't nice new vehicles where they were figuring "Oh, I'll park here because nobody will ding my door". They were older ICE vehicles and since there was closer parking readily available my conclusion was that they did it on purpose.
