I actually took a drive over there a little while ago (if you saw a midnight silver metallic Model X park briefly and then drive away, that was me), and it looked pretty much like that. Also there were a couple of workers in front of opened-up charger cabinets, and another person in a bucket truck by the utility pole down the street.

What is the view or rule with regards to the handicapped EV charging spot. Assume this should be the last one to be filled (use all others if you are not handicapped first)? If all other spots are in use and you are not handicapped can you use that spot (with the understanding of another EV pulls up with stickers you should probably move?)

That’s the understanding: don’t use unless all the other ones are filled. I would be glad to move if someone disabled showed up wanting to charge. I guess the best way to do that would be to wait in the car otherwise you won’t know if someone disabled has showed up needing to use it.

Looks like this Supercharger has been up and running as of a couple of week ago....much closer for me than Diamond Blvd. Woohoo!
