Superchargers being deliberately throttled

Interesting article suggesting that Tesla have throttled back the rate of charging at all superchargers.
I charged the other day and only achieved 117 kW which would support the accusation.

"Considering slower charging sessions also cost more," Is there anywhere in Europe where they have to charge by the minute like they do in some US states? If not then seems rather badly researched.
If heat was the issue then surely this would also be a thing in Arizona and Nevada? unless there is a difference with SuC kit and the US ones have better cooling.

Everyone who sees this should raise a service request and maybe someone will cop to it with an explanation in a response like they did with the 16amp charge bug?
