TACC (cruise control) error message on a nice day

When I just engage cruise control (TACC) with one pull on the control stalk a message is displayed on the left screen that reads
"Autopilot speed limited due to poor visibility". It does this on a perfectly nice day. I have checked the cameras and they are spotless and all working fine. The message goes away after a few seconds This issues has existed for several releases of software from Tesla. I'm currently running 2022.45.15.

It doesn't look like he was facing the sun. The picture was taken just before noon. What year is your car?

I've had my 2019 fail to engage TACC or AP on entire trips before with no meaningful error - only "autopilot unavailable" or some such nonsense. It came back on the way home. I never had a problem with AP1 on my 2015.
