If the average TSLL volume is ~12 million shares and today was ~16 million, that extra 4 million, if mostly TT007, then maybe $50-60 million?

As they should. If GM switches to NACS then it's game over for CCS and any other standard in the US. And Tesla is almost certain to remain as the largest charging network for decades.

Likely. The rumor was it took 2 years for Ford to negotiate NACS, GM only 2 weeks.
My guess is Tesla said here is the agreement with Ford, take it or leave it.
