Keep mind your *perception* of noise matters too. You brain is tuned to filter out noises automatically and is very good at boosting the signal when trying to listen to a person talking.
Also a lot of cars nowadays are starting to use active noise cancellation instead of depending on insulation (although AFAIK the Model S doesn't use this). That works well to filter out noise from the outside when in the cabin, but it does nothing in terms of dampening noise from the inside.
