Trailer brake controller is not included. Probably for a variety of reasons, such as: (1) Most folks with a towing hitch never actually tow anything but, instead, use it for a bike or ski rack and a brake controller would do nothing; (2) Most folks with a towing hitch that DO tow never actually tow anything with separate brakes (usually found on tandem trailers); (3) Most folks with a towing hitch who actually tow something with a separate brakes (usually found on tandem trailers) will likely have their own thoughts on which brake controller to use, and whether they want to go the extra step to an inertial brake controller, whether they want time-delayed or proportional, hard-wired or wireless, whether they tow enough to warrant a brake away controller or are required to have one in their state. It's just too individual to a lot of folks by the time they get to this level. The car is wired for a brake controller and you get to choose. Building the price into the car and then -- in all likelihood -- giving you something you didn't want and won't likely use has its own difficulties.
