Everyone paid for those cameras, whether they have FSD, EAP, or nothing. The entire cost of the hardware on the car is covered, for all buyers where that hardware was installed.
This whole idea Garlan is floating that EAP purchasers are freeloading on this, and FSD purchasers are getting nothing, is crap in this instance. All owners of cars with this hardware are getting blind spot monitoring, and that's great for all drivers on the road. It makes us all safer.
I've never seen such an individualistic argument before about something that collectively benefits everyone.
But finding a parking space and following you around was not. Those were billed as EAP things (well the finding a parking space was, the car following you around is new).
So far Tesla is making the HW2.x FSD EAP, to utilize all possible hardware resource in existing cars to make EAP better than HW1 and to keep the majority happy--and keep the engineers' life easier. In Q3 call, they implied FSD will need HW3 so current FSD buyers need not worry about their investment.
