I am limited to 4 characters for a FL Desert Storm medal plate. These are what I came up with after scrolling through here and thinking of my own as far as what is available. Thoughts?

QICK
NERG
INRG
R2D3
R2P3
R23P (Revision 2 3P)
 
Is the goal that a common person like me should be able to understand it?
I must be really dense today. I'm not understanding any of the above.
This what I was wondering.
Unless the OP want to find an easy way to remember the license number.
Why bother and pay extra money if nobody can really understand the meaning?

Of the list, the closest I noticed would be R2D2, but R2D3 ???

0ICE - "zero ICE" - no gas engine (Internal Combustion Engine)
QICK - Quick
NERG - Energy
INRG - ?Energy?
R2D3 - ?Play on R2D2 with it being a Model 3?
R2P3 - ?Play on R2D2 with it being a Performance Model 3?
R23P (Revision 2 3P) - ???

Pretty good. You must have been the guy that broke the Japanese codes back in world war II :D
I don't think the average person is going to understand most of those.
