Chevy will happily charge for hotspot access from their onstar system, just as they will charge you for using it a a mobile phone. In neither case does it make much business sense as an owner. Doesn't anybody who can drive a Tesla have a smartphone that is hotspot capable? In my experience the car does not receive a better signal than my phone does.
