Who has not received their self registration packet in time?

I live in Reno, NV and I took delivery of P3D+ on 09/28/18 at Rocklin, CA. I have a 30-day temporary registration sticker Tesla provided. Tesla senior delivery specialist stated that Tesla quit doing automatic registration for the Nevada customers because of DMV troubles from Nevada. She stated that a self-registration packet will be sent to my home address so that I can take the paperwork to the DMV for registration purpose. I have not received the packet yet. I have contacted the delivery specialist who stated that the forms were ready but FedEx did not pick them up yet. I am still waiting. Is there any penalty for late registration secondary to not having the proper paperwork such as my title and such? Anybody else having this issue?
 
They did not deliver to me in time. They do not have a dealership in TX, it took 6 weeks from when they sold it to me in CA to getting the title (Manufacturer's Certificate of Origin for registration) to me via Fedex. I picked up the car about 34 days after paying for it (2 missed delivery dates). OK where I live and registered the model 3 (no Tesla presence in OK) counts from the day you pay. So I had to pay about $200 in penalty and interest when I registered and got my plates because it was past 30 days from paying.

Essentially it was 12 days after pickup that the MCO arrived via Fedex so that I could register.
 
I have not received registration packet yet despite being 30 days out and the delivery specialist acknowledging that they are looking into it and that the paperwork is ready but that FedEx just has not picked them up. What a lame excuse since Fedex only picks them up if they are sent out by Tesla. I will be a little upset if I have to pay any penalties because of Tesla's poor follow through! I can't believe they could not just automatically register the vehicle like any other car companies when you buy them new.
 
I have finally received the registration packet and successfully registered with the state of NV DMV. I did have to pay additional taxes that Tesla did not fully collect since it was the higher amount in Reno, NV. Of course, it was just outside the 30-day window in which time I had to stop driving it for a few days because of the 30 days permit. I am glad that I was able to register without too much of a hitch and thankfully the waiting line was short this am at DMV. However, Tesla has not sent me a Title nor registered the Title in the State of NV as of yet. I paid 100% cash so the Title belongs to me. Tesla was contacted and they are looking into it. Ongoing drama, but I am optimistic Tesla will eventually correct this. We will see, but this is an unnecessary ongoing hassle. I would love to just move on and enjoy my great ride.

In Wisconsin I got the title from the DMV, not Tesla? Tesla sent me a certificate of something- can't remember what it was called- that I gave to the DMV and they gave me my title.
