Why I can't select fixed offset on fsd?

Because that is no longer an available option. (As called out in the release notes.)
I think the idea is that it is generally inappropriate in the wide range a speeds that FSD is designed to be used in. (Setting 5 MPH over, is the same as 25% over when you are in a 20 MPH zone.)

Thx a million. Thought something was wrong w my software. I use it when on the highway 5mph over speed limit and all other roads I would hit the stalk down to remove the 5mph over limit.
