Why not an In-Town preview?

I know Tesla says they will roll out “Navigate on Autopilot” with city driving and traffic light recognition and stop sign recognition at some point. My question is why not do a preview version that enables small-town and suburban driving that can be limited by traffic volume before the full “big city” roll out. I would thing Tesla could use the data they get from monitoring small-town and suburban driving to rapidly improve the AI for heavier traffic situations.

Tesla shouldn't roll out any city NoA until it's actually good... unlike with smart summon, people can get hurt with crappy city NoA.
