Will 2016 S be able to use latest summons or park assist features? Does 2016 S have radar and USS sensors?

2016 has both radar and sensors. Never tried the summons or parking features.

Don't know what you mean by the "latest" Summon or Park Assist features. The 2016 Model S has both radar and USS, and can do Park Assist, Autopark, and Summon. If the car has AP1, the versions of Park Assist, Autopark, and Summon will be the same ones that were available in 2016. If the car has AP2 (introduced in Oct 2016 I think), you might be able to upgrade some of the hardware to get newer versions of those features, but I'm not sure.

Summon worked as advertised in my 2016 AP1 Model S, but that was basic Summon, not Smart Summon, which hasn’t worked as advertised. Already answered your question above.
