You can buy an aftermarket light that goes on that wire. Some vehicle versions come with the light installed.

There should be one. There should also a bracket that holds the light under each front seat. See all of the lights here: Ultra-Bright LED Lights - Model X
There is also a video there and individual lights are available. If you want to search you are looking for footwell lights.
Are you sure? It looks too big to be the plug for the LED light and its too far forward. Also, I can see the under seat LED light on in the video.

Is that the connection for the ventilated seats that were removed? I have a Raven X 6/19 and have the same unused two plugs on both sides. (No cooled seats) I notice some early 19’s 1/19 that were still called P100D and some early ravens came thru with ventilated seats. Maybe someone with one of these vehicles can confirm. I would think that with the vent seat option being removed mid year that the vehicle wiring would be untouched and still have the vent seat connection in it.
