Issues with the content, quality and schedule for Tesla software releases are likely more a management issue - than the fault of the developers.

I suspect the developers are doing what the managements tells them to do - within the environment the management has set up and approved - and they are pushing the developers to work long hours on aggressive (and often unrealistic) schedules. If bugs aren't being fixed or new features aren't being added, that's likely due to a management decision on priorities - and not with the developers.

With each major software release - there are usually obvious design flaws and major bugs (like removing the first letter scroll bar in the 8.0 media player or removing the time-of-day on the console display in an earlier release). It seems unlikely those problems wouldn't have been detected by internal or external (beta) testing - so some manager reviewed the problem reports - and approved the release, despite the issues.
There are a number of changes Tesla could make in their software development and distribution process - which would result in a much higher quality product - and, if planned, doesn't have to significantly slow down the pace of making new releases.
