    No. That is IRS rule that the car must be put in service. If you buy a car and park it on the street for 6 months and IRS find out, it is not in service.

    From my research, you need a 50 A breaker that can fit into your Electrical Service Panel, usually the same brand. The wire should be #6 (rated for 55A) because #8 is only for rated for 40 A.

    I think you don't need to pay first. Wait until the website ask you to pay by ACH. (this is just my guess)
