2015 MS Door handle won't present but still actuates. None of the usual culprits

I had the driver's door handle stop presenting on my 2015 P90DL. Being somewhat mechanically inclined I disassembled the door panel and removed the handle assembly. Upon inspection, I found that the cog that drives the paddle gear had cracked. Now, having replaced the motor and cog I find that the problem persists. Note, when I touch the handle it will still actuate and open the door, albeit from the retracted position. Plugging the handle into the harness does not cause it to 'power cycle', or extend and then retract, like the others. This seems to suggest that the wiring to the handle from the controller is intact, and that the fault lies upstream of both the handle/wire harness and motor/motor wire(now replaced)

My question is this: What other common points of failure cause this type of problem?
