So it seemingly adds Smart Summon which would be very exciting if it were true. Now have SS in app, but doesn’t work. No other changes from my previous version.

Guys, this isn’t how it works.

Tesla needs general EU approval for their software. They regularly apply for that with the Dutch RDW.

Next to this EU follows UNECE regulations. These define what functionality is allowed. All functionality that is not described in UNECE is forbidden. Tesla therefore has to follow UNECE.
They lead in FSD-related functions so they have given a lot of input for the next UNECE update. Until then current UNECE is the limiting factor.
