ABRP reference wh/mi calculation

I love using ABRP for trip planning and will be doing it more and more as I tow more often.

For the reference wh/mi spot is it supposed to be flat for 15 miles at 65mph or flat'ish, or just the same trip in both directions ight after the other.

Because flat doesn't exist in So-Cal but I have a spot on the freeway that only has small'ish hills and I get 600wh/mi average. But if I take another road that's more hilly I get 675wh/mi average and that's quite a large difference so I tend to lean with the flat'ish consumption number. But I dono which I should be using as the reference
