It's not (at least in CA). CA doesn't allow safety scores or such to affect individual insurance rates.

@mtbwalt - Has the original problem cleared up now that radar is no longer used? I know it was over a year ago, but looking at the photo again, I wonder if the sign that is directly in front of the car was causing the problem. Flat signs create a very strong radar reflection.

Why would anyone have this insurance carrier?

It is super cheap in virginia, I was able to save money keeping my score at 97 below 97 each point cost you more than $4 more per month (still it is cheaper than the other carrier around my area)
