Blurry marks on hood

I washed and waxed our model 3 about three weeks ago. Yesterday I had I out in the sun and noticed some blurry almost like fog looking marks in the hood. I tried wiping it down again and can't get it off. It was just washed again yesterday as well, still can't get off. Any ideas what it is and how to remove it?

I thought maybe it was wax but it's only on the hood. Are they swirl marks? Can it be fixed?

Could be really bad haloing. Alternatively, did you use one of those 'synthetic' waxes that advertises bonding to the paint and stuff? I've found sometimes those are quite hard to get off and it might just be 'wax' build-up.

EDIT: To be clear, you probably need to use a chemical stripper for some of the synthetic waxes to truly get it all off. Using a soap with any sort of 'rinse and shine' just adds more wax. You want pure soap at high enough concentration.
