California trade in with Tesla

For anyone in California particularly SoCal who traded in their car to Tesla. Did Tesla require you to have an active registration and smog when you traded in your car? My car is currently PNO, and don't want to go through the whole process of re-registering and smog check. Tesla told me today I need an active registration if I want to pick up delivery tomorrow. Just wondering if anyone else was in the same situation with either their car being PNO, or their car wasn't smogged/registered?

PNO is only for storage (or be driven) in private property, the car cannot be parked in the street or towed in public road.

Does this apply to flatbeds where the car does not touch the public road?
