In normal conditions on a freeway, yes. On other roads, you will need to brake for red lights unless someone in front of you stops.

are you thinking about the possibility of completely eliminating the GO and brake pedal, and keeping the steering wheel, or are you talking about a level of driver assisted driving thats inbetween TACC and full on autopilot?

because TACC is already letting you drive the car via steering wheel without needed foot pedal inputs. of course, you'd still have to do your own slowing down before curves/ stopping at reds.
