Yes, makes sense for Japan. They’ve been left out in the cold for a long time. Their give way signs are shaped the same as our stop signs (hexagons) and their stop signs are shaped the same as give-way signs (triangles). All the signs contain an entirely different letter set mixed up with kanji. Lanes are all narrower, streets busier. A full revision of all the rules would be needed to get those who’ve paid for FSD up to speed with the rest of the world. The same must apply to China I would imagine.
