Handle doesn't present with phone key. Normal?

I have the Model S refresh LR. I remember when I first setup the phone key (android) the handles presented themselves only if the phone is powered on. But since getting the car back from service the handles doesn't present anymore. The handles do present with key fob though. What is the normal behavior?

Did you ever figure this one out? I have the same issue just posted about it, but on iOS and after 2021.44.25.2 update...
