So 2 days later, as estimated by the friendly HKEV customer service lady over the phone, I received a prox card that's linked to my account for charging credits for HKEV operated charging stations.
Technically the prox card isn't needed as you can download an app to use the chargers right away. App link: https://play.google.com/store/apps/details?id=echarge.main
I think this should be a process advised by Tesla HK as part of delivery since HKEV seems to be the major player in HK charger networks (other than CLP but they just use take Octopus)
