Behind the bumper, behind the nosecone. You will have to take much more off from the car than the nosecone. Be prepared to pull off at least the plastic covering over the hood latch, and probably pull out the frunk and take off the bumper, if the cable is not readily accessible.
I've done it with just pulling out the plastic covering the hood latch, but if the cable is not there or not reachable, you will have a good bit more to do. Taking off the bumper cover is not fun.
Anytime. Also forgot to mention that in cars not equipped with homelink initially, Tesla doesn't include the mounting bracket. It's not a huge deal, I secured one with zip ties, but it's not as pretty as the factory solution.
