It is up to you. You can ask how the owners are listed on the title.

If you trust your co-owner, use "or."

If you want to make sure any decision to be executed (like when your co-owner wants to delete your name) that requires both owners, then go for "and."

Check your local state laws. In mine, having it titled "and" with both owners being a married couple confers a level of asset protection to the vehicle that "or" does not.
