Installed new wheel: there's a "click" and a grabbing/rubbing feeling on the wheel

Hi folks,

I got the new wheel installed, very exciting. During the install, there was a few hiccups, and they ended up replacing the clock spring module (similar to what happened here: Anyone accidentally done this to steering wheel?)

So here's the thing: while the yoke was awful; it was smooth.

This new wheel seems to have a couple of points near the center that it "grabs" with a clicking noise. Not coming from the rest of the car, it's definitely the wheel. Will it go away? Is it safe?

I got an appointment coming up but I'd like to be able to help them diagnose it
