By the time you see prices going down with a statist monopoly, then you have much bigger problems than whatever commodity said monopoly is selling. In other words, it will never happen in CA, unless the economy collapses.

Prices for electricity will go down. It's not a matter of if it's a matter of when.
There's nothing stopping Tesla from generating it's own electricity for the SC. They already produce solar panels and storage. Look at what they were able to build in Australia.

Tesla has made electricity at lot cheaper in South Australia. So could easily happen in Northern CA where it's been approved to build a similar project.
You said it'll never happen. For your statement to be correct electricity has to remain the same or get more expensive until the end of time.
PG&E isn't going to be paying for the fire damage forever. I'm sure they have some level of insurance, and the CA will probably also bail them out.
My point is that technology can reduce the cost of electricity by finding more efficient ways to reduce the cost. No reason why solar technology can't be developed to accomplished this. The biggest thing to figure out is storage and there are feasible solutions to that in development already.
One of the reason why electricity is so expensive in CA is that we don't produce enough. We waste a lot of money importing it from other states.
