Missing infrastructure?

Visiting friends in Maidenhead, UK, I spotted this parking space and found myself scratching my head!

Asked a couple of locals and they had not noticed it.

What's missing?

Was it a plan that got canceled?

That lamp post might be an EV charger.

Either that or that spot is an EV parking spot.

I've seen some places in the USA have done the same but with no evidence of charging capability at all: I think it's just bragging rights like an "Employee of the month" special parking space.

Why would you have a spot reserved for EV's withOUT charging? The lamp is not.
If it were, pedestrians would trip over the cord!
I gave the area a very good look. The next spot (further away) is also painted as EV only. I think they had plans to do it and will later. Asked my friends to keep a look out.
