My best friend from college now runs a bunch of schools in Tokyo, and came to visit a few weeks ago. When I surprised him with my Tesla, he told me that the lack of Superchargers outside of Tokyo is why he hasn't jumped on the Tesla bandwagon yet. (He drives Priuses both back home as well as when he visits the States so he likes alternative fuel vehicles a LOT.) Once Tesla expands the SC network throughout the country, I think you'll see more on the roads.
 
They are around. Rare, but I see one about every week or two.

I was in Japan last week and I saw two in Tokyo in the few days I was there. Electricity in Japan is very dear, especially since they shut down their nuclear power plants after the Fukushima disaster. They have long term contracts with Australia, for example to buy natural gas ( LNG) for $16/mc which used to be $3 several years ago. Hence mostly gas cars.
