Actually is late March, that's the time the Federal Budget came out and everyone is talking about Tesla won't get the $5000 incentive. I jump on the boat too quick I guess in this case.

SR and SR+ are the same car as it currently stand, down the road Tesla intends to software limit SR to have less features.
I'm not sure if the SR+ owners will be able to downgrade, but there's zero doubt that SR owners will be allowed to upgrade. Like earlier posts suggested, it's pure profit, flip a switch.
Now how Tesla prices the upgrade will be a completely different discussion. Given how erratic the price changes have been, I would not be surprised if it's anywhere between 2k ~ 3k.
